Cleveland Police Knee Handcuff man
The actions of a Cleveland police officer, Paul Lowrey, are under review after he allegedly jabbed a flashlight into the abdomen of a handcuffed and subdued man during a Dec. 30 traffic stop.
According to Cleveland Police Department documents and a dash-cam video anonymously provided to the Advocate on Wednesday, Jan. 25, Lowrey hit the handcuffed man in his midsection before yelling at him to “do what he is [expletive] told to do.”
The use of force is allowed in making arrests, according to Article 15.24 of the Texas Code of Criminal Procedure, which states that “in making an arrest, all reasonable means are permitted to be used to effect it.” However, the codes also states that “no greater force shall be resorted to than is necessary to secure the arrest and detention of the accused.” It’s the gray area between reasonable and unreasonable use of force, and how it applies to subjects already in custody, that now has the case under review by police department administrators and city officials.

Have we lost all respect for our Women?
A Cleveland juvenile who is one of 20 people accused of sexually assaulting an 11-year-old girl admitted on Friday his role in the attack.
Authorities said the then-16-year-old defendant, whose name has been withheld, had felt "prodded" into the assault after being taunted that he was "gay."
Authorities also revealed in a Liberty County courtroom that some of those accused of assaulting the girl belonged to an adult gang called "Slut Them Bitches." The teen was not part of that gang.
The girl was assaulted six times over a four-month period in 2010, authorities said.
Investigator Chad Langdon testified he has DNA proof of the juvenile's involvement with the 11-year-old, adding that the teen took part in one of the attacks.
Langdon said both the girl and the defendant agreed that he had never forced or coerced her. But at the same time, authorities stressed, a girl at that age cannot legally give consent.
After hearing testimony from several witnesses including the lead investigator, Liberty County Court-at-Law Judge Tommy Chambers sentenced the juvenile to seven years probation, instead of the four years that had been recommended by both the prosecution and defense counsels.
The teen became the fourth of the six juvenile defendants to receive that sentence in exchange for their testimony against the remaining defendants. The eldest is 27.
Only one of the 14 adults - 21-year-old Isaiah Ross, the son of a former Cleveland school board member - has also agreed to testify for the prosecution in exchange for a possible 15-year prison sentence.
